Work Plan Analyst I Overview

Assists with data-driven planning, scheduling, and reporting activities in support of streamlining Transmission & Compliance operations, capital, O&M work, and budgetary decision making. Coordinates and develops Transmission & Compliance annual work plans. Monitors progress in achieving Transmission & Compliance goals and objectives. Assist in identification and recommendations for scheduling and other work plan adjustments required to achieve work plan goals. Performs basic management and business support for Transmission & Compliance using information systems such as the Maximo Computerized Maintenance Management System (CMMS), Primavera Project Management software and PeopleSoft financial systems. Assists with basic analysis of transmission contracts to ensure fair and favorable terms to the District. Participates in the District's Open Access Transmission Tariff (OATT) and the District's annual transmission service rate development.

Work Plan Analyst II Overview

Develops data-driven planning, scheduling, reporting activities to support and streamline Transmission & Compliance operations, capital and O&M work, and budgetary decision making. Coordinates and develops Transmission & Compliance annual work plans. Monitors progress in achieving Transmission & Compliance goals and objectives. Assist in recommendations for scheduling and other work plan adjustments required to achieve work plan goals. Performs general management and business support for Transmission & Compliance using information systems such as the Maximo Computerized Maintenance Management System (CMMS), Primavera Project Management software and PeopleSoft financial systems. Assists with analysis of transmission contracts to ensure fair and favorable terms to the District. Work Plan Analyst Senior Overview

Performs data-driven planning, scheduling, reporting activities to develop and streamline Transmission & Compliance operations, capital and O&M work, and budgetary decision making. Coordinates and develops Transmission & Compliance annual work plans. Monitors progress in achieving Transmission & Compliance goals and objectives. Identifies and recommends necessary scheduling and other work plan adjustments required to achieve work plan goals. Provides general management and business support for Transmission & Compliance using information systems such as the Maximo Computerized Maintenance Management System (CMMS), Primavera Project Management software and PeopleSoft financial systems. Performs independent analysis of transmission contracts to ensure fair and favorable terms to the District. Coordinate and provide input for District Open Access Transmission Tariff (OATT) and the District's annual transmission service rates.

Work Plan Analyst I Responsibilities

- Assist in verification of annual work plans include current resource requirements and estimates provided by planners, project managers, engineers and supervisors for capital and OandM Transmission and Compliance work. Support work plan and budget status communication between Business Advisor, Project Managers and Engineers. Assist engineers with project process reports (business case and variance reports) to present for approval at Project Review Committee meetings. Advise project managers and management on project development processes and requirements.

- Assist with entry level transmission system maintenance and capital project scheduling in project management software for projects managed by Transmission and Compliance.

- Analyze qualitative and quantitative operational and financial data in relationship to achievement of business unit goals and risks.

- Analyze reports to identify resource deficiencies, workload imbalances, task prioritization issues, schedule imbalances, data errors and omissions, etc. and communicate findings with management for resolution.

- Work with and learn the various transmission contracts to gain an understanding of what they are for, how they work, and to keep track of and manage action items contained within them.

- Work with and learn the District's Open Access Transmission Tariff, its requirements, and the various transmission rates associated with the Tariff. Oversee the Large Generator and Large Load interconnection application and study process.

- Develop a working knowledge of the District's CMMS system (Maximo), Primavera project management software, and a basic understanding of how these systems integrate with other District systems like PeopleSoft financial software.

- Contribute to asset management monitoring by monitoring costs and other measurable results to project estimates or work plan goals, analyzing results and proposing changes to asset management activities or goals.

- Assist in the creation of entry level standardized management decision making reports using multiple applications and technologies and generate ad-hoc charts, graphs, and narrative reports as requested.

- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Work Plan Analyst II Responsibilities

- Verify annual work plans include current resource requirements and estimates provided by planners, project managers, engineers and supervisors for capital, operations and maintenance, Transmission and Compliance work and submit recommendations. Conduct work plan and budget status communication between Business Advisor, Project Managers and Engineers. Develop skills as the subject matter expert of the project management discipline, assisting engineers with project process reports (business case and variance reports) to present for approval at Project Review Committee meetings. Advise project managers and management on project development processes and requirements.

Work Plan Analyst Senior Responsibilities

- Project and Work Plan Controls - Conduct complex transmission system maintenance and capital project scheduling in project management software for projects managed by Transmission & Compliance. Analyze reports to identify resource deficiencies, workload imbalances, task prioritization issues, schedule imbalances, budget constraints, data errors and omissions, etc. and communicate findings with management for resolution. Regularly verify annual work plans include current resource requirements and estimates provided by planners, project managers, engineers and supervisors for capital and O&M Transmission & Compliance work. Coordinate and/or facilitate work plan and budget status communication between Business Advisor, Project Managers and Engineers.

- Project Management Support – Operate as a subject matter expert on the project management discipline and required processes, CMMS system, Project Management software and how these systems integrate with other District systems, such as PeopleSoft financial software. Advise engineers with project estimates, based off historical data and current industry trends, to develop project process reports to present for approval at Project Review Committee meetings. Advise project managers and management on project development processes and requirements.

- Operational & Financial Analysis – Plays a lead role in analyzing, trending, forecasting, and tracking operational and financial data in relationship to achievement of business unit goals and risks. Propose new or changes to existing goals, activities, work plans, and metrics based on quantitative and qualitative analysis. Develop complex standardized management decision making reports using multiple applications and technologies and generate ad-hoc charts, graphs, and narrative reports as requested. Be able to present findings on complex scenarios in concise summaries. Advise and contribute with the preparation of budgets and multi-year plans. Assist in development of annual 20-year capital and O&M plan.

- Transmission Rates and Contract Management: Benchmark District rates against nearby utility rates to evaluate inconsistencies and industry trends. Through advanced modeling, develop ad-hoc models to evaluate scenarios, rate impacts, and recommend alternatives that are fair and favorable to the District. Interpret complex transmission and power sales contracts to verify rate design and application. Manage existing transmission agreements to ensure the most up to date terms are applied per the contracts.

- Transmission Tariff Management: Plays a key role in the management and implementation of the District’s Open Access Transmission Tariff and its requirements. Lead the management of the Large Generator and Large Load interconnection processes for external parties interested in interconnecting to the District’s transmission system in accordance with the tariff. Keep up to date with new FERC tariff requirements.

- Business Intelligence: Assist the Business Intelligence staff in the development of system interfaces, process diagrams, management reports and business unit analytics, etc. Provide input in the development of management supported targets and establish industry benchmarks to be used in budgeting, planning, and performance management reporting. Coordinate with Transmission & Compliance and Information Technology (IT) staff to identify functional needs and work procedures, to conduct testing, and to validate report content and analytic results. Collaborate in various cross-departmental committees and teams to create efficient business processes and tools.

- Asset Management: Contribute to asset management monitoring by monitoring costs and other measurable results to project estimates or work plan goals, analyzing results and proposing changes to asset management activities or goals.

Qualifications

Education

Equivalent experience (year for year) may substitute for required education.

-Work Plan Analyst I, II or Senior : Bachelor's Degree in an analytical or data intensive subject, such as Business, Economics, Finance, Management Information Systems, or Math, from a college or university; or equivalent combination of education and experience is required.

Work Plan Analyst I Experience- This is the entry-level role in work plan analytics. College graduates with demonstrated skills in defining and administering operational, financial, or business processes; scheduling work and crews; preparing workload forecasts; planning and reporting on the status of goal achievement; and developing management decision making materials is preferred.

Work Plan Analyst II Experience- 3+ years in one or more of the following areas: Defining and administering operational, financial, or business processes; scheduling work and crews; preparing workload forecasts; planning and reporting on the status of goal achievement; and developing management decision making materials is required.

Work Plan Analyst Senior Experience- 6+ years experience in one of the following areas: Defining and administering operational, financial, or business processes; scheduling work and crews; preparing workload forecasts; planning and reporting on the status of goal achievement; and developing management decision making materials is required.
