Position Description:
This is a full-time, exempt position located in Indian Head, Maryland directly supporting and providing organizational guidance to a DoD Naval customer, who operates as a premier facility for ordnance, energetics, and Explosive Ordnance Disposal (EOD) solutions. The candidate will provide support to assist with performing organizational development, management and planning, public affairs, records management, and analytical and program management functions, in support of Command Operations and other tenants to effectively achieve mission goals. The candidate will be required to provide program analysis, strategic planning, consultation, and advice to leadership on a range of organizational activities to achieve cohesion and efficiency across the organizational enterprise.

Essential Duties and Responsibilities:
  • Perform an organization and program analysis, assessing Command organizational requirements; develop recommendations and management strategies to implement new requirements.
  • Conduct organizational reviews of positions and provide support to Talent Management Initiatives and Workforce Development Processes to structure positions more effectively, and clarify roles and expectations in support of mission goals.
  • Design and implement organizational activities including but not limited to needs assessment, long-term planning and strategy development, conflict resolution, culture and climate assessments, succession planning, change management strategies, and organizational communication strategies.
  • Facilitate meetings, conference calls, focus groups, workshops, retreats, etc., and provide meeting scheduling, agenda, meeting minutes, follow-up coordination, and/or documents for action.
  • Provide process consultation, development, and methodology support (interviews, surveys, web-based tools, reports, and interventions) to work teams and organizations tailored towards bridging gaps, fostering cohesion, and mitigating specific team challenges.
  • Guide organizations in strategic and implementation plans that identify organization vision, mission, goals, objectives, action plans and metrics, forecasting effectiveness, and future impact analysis.
  • Provide project, and program analytical support, assisting in the development of project plans, evaluation of project schedules, and tracking/reviewing of project data deliverables to include, developing, and maintaining various reporting/tracking databases and tracking spreadsheets.
  • Provide document development assistance to include instructions, policy memos, process flow charts and diagrams, desk guides and plans, standard operating procedures, instructional materials, and media and status metrics.
  • Direct and execute internal reviews throughout Command programs and operations and issue reports of reviews.
  • Review existing business processes and make recommendations for improvement and develop models of processes using automated techniques; when applicable, utilize commercial software applications and tools to support business process analysis and management.
  • Compile, document, and analyze metrics data concerning initiatives and train Command personnel in business processes and metrics.
  • Provide support services for lifecycle management of contextual and electronic records and forms; assess program policy, processes, and procedures.
  • Participate in and complete all required, mandatory training to ensure compliance with all federal, state, and DoD regulations.
  • Work with staff to identify and resolve safety and health concerns.

Required Skills and Experience:
  • Must be a U.S. citizen.
  • Must have and maintain an active DoD Security Clearance (SECRET).
  • Minimum of 5 years' experience in management/administrative analytical work including lead or supervisory experience.
  • Experience working with government stakeholders, civilians, and the military to understand program objectives and critical success factors.
  • Ability to perform highly complex analyses utilizing current methodology.
  • Analyze and understand complex issues and develop effective process improvement recommendations.
  • Ability to collect, research, evaluate and synthesize information; compile and interpret metrics.
  • Manage multiple tasks, plan, organize, and prioritize work, completing projects in a timely and accurate manner.
  • Effectively design large, complex spreadsheets and informational data with attention to detail.
  • Highly organized, with excellent oral and written communication skills; must be comfortable leading, directing, and making presentations to large audiences.
  • Excellent documentation skills with the ability to manage, organize information and take requirements.
  • Ability to establish, maintain and promote positive and effective working relationships, and perform work independently and as a team member.
  • Must be proficient in Microsoft Office Programs, Adobe Communication Suite, and SharePoint 2013.

Required Education:
  • BS/BA degree in Business Administration, Marketing, Finance, or related field.

Preferred Qualifications:
  • Master's degree in Business Administration, Marketing, Finance, or related field.
  • 1-2 years’ experience with DON electronic records management systems (Content Manager, DON TRACKER, and NSEDR).
  • Former military or civilian personnel with extensive knowledge of government programs, contracts, and organizational requirements.
