SUMMARY

The Program Manager is responsible for the day-to-day operations of the Healing the Hurts program, performing all general management functions to include project planning and development, personnel management, assisting with or perform budgeting and procurement of funds management.


JOB DUTIES

  • Provides oversight and staff supervision, and compiles reports as dictated by BHS administration and grant requirements. Works with evaluation staff (quarterly) and SAMSHA GPO to ensure all grant requirements are met.
  • Attends all required BHS and FNA meetings, including grantee meetings and BH Council meetings. Attends professional meetings, workshops and trainings as required.
  • Monitors and maintains requirements, specific conditions, and fiscal accountability, ensures all project compliance is carried out and project goals and objectives are met
  • Directly supervises the Healing the Hurts program, to include planning, directing, monitoring, and coordinating services of the program.
  • Initiates and/or assists in writing federal and state grant requests in cooperation with the FNA Planning & Development department.
  • Plans, collaborates, and consults with other FNA departments and outside agencies to complete needs assessments, quality assurance and evaluation, as well as act as liaison for the Healing the Hurts program.
  • Maintains confidentiality in accordance with 42 CFR Part 2 and HIPAA. Maintains overall compliance with CARF accreditation standards.
  • Oversees fiscal management, including analyzing and/or assisting with budget development, abided by FNA policies and procedures.
  • Supervises staff in a manner that motivates and enables them to do their job effectively and efficiently. Fosters a team spirited approach.
  • Develops and maintains internal and external systems and procedures for monitoring, reporting and evaluation of project and administrative effectiveness.
  • Prepares all program reports in an accurate and timely manner according to established FNA policies and procedures. Ensures timely submittal of all reports including monthly reports to administration and all reports required by granting agencies.
  • Performs other duties as assigned.


NECESSARY KNOWLEDGE, SKILLS, AND ABILITY

  • Knowledge of effective trauma-focused treatment services.
  • Skilled in working with consumers who have experienced traumatic events.
  • Ability to interface with consumers who have been exposed or experienced traumatic events.
  • Skill in thinking critically, problem solving, time management, and independent decision making.
  • Skill in managing multiple priorities and tasks concurrently and meet deadlines.
  • Skill in oral and written communication.
  • Skill in establishing and maintaining cooperative working relationships with colleagues, supervisors, agencies, and consumers.
  • Ability to work independently as well as with teams.
  • Ability to effectively delegate duties, set standards for performance, and ensure accountability of all program staff.
  • Ability to read, understand, implement, and manage state and/or federal grants.
  • Knowledge of and skill with computer operations and programs such as MS Word and Excel.
  • Strong understanding of and sensitivity to diverse cultures and lifestyles, with demonstrated experience working effectively with Alaska Native populations.


MINIMUM QUALIFICATIONS (Education & Experience)

  • Bachelor’s degree in related field; a combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements
  • Minimum of three (3) years’ experience in project management
  • Minimum of one (1) year of experience in the field of behavioral health
  • Minimum of two (2) years’ experience serving Alaska Native/ American Indian consumers.


PREFERRED QUALIFICATIONS (Education & Experience)

  • Master’s degree in related field
  • Experience in serving the youth population.
  • Experience providing culturally specific programs to Alaska Native and American Indian populations.

WORKING ENVIRONMENT

The work is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 25 lbs. The majority of work is performed in an office setting with a wide variety of people with differing functions, personalities, and abilities. The office is a non-smoking facility with outside smoking areas. Requires local travel between various program components of FNA which may involve exposure to extreme weather conditions. Works in an environment where protection of consumer confidentiality is essential. Personal Protective Equipment will be provided where/when needed.


SPECIFICATIONS

Supervision Received: Position receives direct supervision from the Behavioral Health Deputy Director of Youth Services; however, incumbent is expected to effectively perform day-to-day activity as denoted within job description. Work will be monitored through weekly meetings, monthly reports, and regular communication with the Deputy Director. General guidelines for operations are based on program requirements and the general policies and procedures of FNA.

Supervision Exercised: Position will exercise supervision of assigned program(s), including performance evaluations, trainings, and general oversight through direct reports.

Driving Requirements: This position will require you to frequently (or incidentally) drive both a FNA-owned vehicle and your personal vehicle for FNA business. Per FNA’s automotive insurance policy, in order to drive a FNA-owned vehicle, an individual must be at least 21 years of age. In order to drive a FNA-owned vehicle with consumers in the vehicle, an individual must be at least 25 years of age. Consumers may only be transported in FNA-owned vehicles and may not be transported by an employee in a personal vehicle.

This position requires eligibility for FNA automotive insurance as demonstrated by a current Alaska Driver’s License and a currently driving history and proof of personal liability insurance.

Position Impact: Impact at the program level is high. Program’s level of compliance with program standards is directly affected by the effective performance of duties.
