Position Description:
This is a full-time, exempt position located in Indian Head, Maryland providing on-site project and program management support, planning, and analyses to a DoD Naval customer who operates as a premier facility for ordnance, energetics, and Explosive Ordnance Disposal (EOD) solutions. The candidate will monitor, analyze, and track specifics of the Command's program and project progress, identify problems and challenges, make recommendations, and support the implementation of solutions to ensure project completion. Program management support includes assisting in milestone planning and tracking, evaluation of program schedules, and deliverable tracking.

Essential Duties and Responsibilities:
  • Provide management support to execute day-to-day management procedures ad priorities and documentation assistance for project plans, configuration management, manufacturing plans, project schedules, risk management, project reviews, workload planning and analysis, bill of materials, and earned value management.
  • Provide desk guides using Adobe Acrobat Professional and MS Suite applications.
  • Establish project office and project-specific SharePoint sites (including webpages) within the Command SharePoint environment; support efficient organization, tracking, management, and planning of technical data repositories and technical libraries to include proper management, handling, control, and storage of unclassified and classified technical documents.
  • Design and develop tools and templates to standardize information reporting, electronic review, and collaboration across multiple applications.
  • Provide user support and training for project management-related tools (MS Project Professional, SharePoint, Project Management, Configuration Management Risk Analysis).
  • Develop MS Project resource pools, and custom reports, and link multiple project schedules into a master schedule to analyze workload distribution, resource capacity, resource conflicts, and production scheduling.
  • Provide technical support for process improvement including evaluation development, documentation of process throughput, efficiency, and quality output and control.
  • Provide process mapping, process evaluation, data gathering, root cause analysis, recommendations for process improvement (training methods and analysis tools), and documentation of results.
  • Support implementation of Command programs and initiatives by developing draft policies, instructions, manuals, new directives, notices, draft implementation guidance, management metrics, and related training materials.
  • Support the development and management of internal controls and preparation for internal and external inspections and evaluations.
  • Assist with internal reviews to determine the effectiveness and efficiency of the Command program; issue reports and make recommendations for corrective action.
  • Provide program support for the implementation and execution of records and forms management programs to ensure compliance with DoD, NAVSEA, and Federal policy; support lifecycle management of contextual and electronic records and the creation of new forms/edits of existing forms, templates, tracking tools and various metrics.
  • Attend all meetings and reviews as directed; prepare and submit Monthly Status Reports (MSRs), project plans, presentations/briefings, reports of reviews, facilitation documentation, and meeting minutes.
  • Participate in and complete all required, mandatory training to ensure compliance with Federal, State, and DoD regulations.
  • Work with staff to identify and resolve safety and health concerns.

Required Skills and Experience:
  • Must be a U.S. citizen.
  • Must have and maintain an active DoD Security Clearance (SECRET).
  • Minimum of 5 years’ combined experience in project and program management, with technical data repositories and/or technical libraries.
  • A current Project Management Professional (PM) certification.
  • Experience working with government stakeholders, civilians, and the military to understand program objectives and critical success factors.
  • Ability to create or drive project schedule development, including task definition, duration and resource estimates, work schedule breakdowns, and contingency planning.
  • Experience designing, documenting, and implementing technical solutions, and making recommendations on system implementation, analysis, and design.
  • Experience designing and delivering training, user aides, videos/tutorials, and end-user guides.
  • Ability to understand complex issues and develop effective recommendations.
  • Ability to collect, research, evaluate and synthesize information; compile and interpret metrics.
  • Manage multiple tasks, plan, organize, and prioritize work, completing projects in a timely and accurate manner.
  • Ability to facilitate meetings and conference calls; involves meeting scheduling, agenda development, and meeting minutes capture, providing, tracking, and archiving required documentation, and following up on items for action.
  • Highly organized, with excellent oral and written communication skills; must be comfortable leading, directing, and making presentations to large audiences.
  • Excellent documentation skills with the ability to manage, organize information and take requirements.
  • Ability to establish, maintain and promote positive and effective working relationships, and perform work independently and as a team member.
  • Must be proficient in Microsoft Office programs and applications, Adobe Communication Suite, and SharePoint 2013.

Required Education:
  • BS/BA degree in Business Administration, Management, Project Management, or related field.

Preferred Qualifications:
  • Master’s degree in Business Administration, Management, Project Management, or related field
  • 1-2 years’ experience with DON electronic records management systems (Content Manager, DON TRACKER, and NSEDR).
  • Former military or civilian personnel with extensive knowledge of government programs, contracts, and organizational requirements.
