What hats you may wear: This employee provides program analytical support to a Product Office. This support ranges from Planning, Programing, Budgeting and Execution (PPBE) functions, to include identifying, projecting, documenting, and presenting to the Government funding requirements for multiple products. All products / deliverables are expected to be current, accurate, and coordinated with internal and external stakeholders and presented in an approved Army format ready for Government signature and/or presentation to leadership. This position supports the Project Manager (PM), Department of Defense (DoD) Biometrics office under Program Executive Office for Intelligence, Electronic Warfare and Sensors (PEO IEW&S). The position is located at Fort Belvoir, VA. PM DoD Biometrics designs, engineers, acquires, deploys, and sustains Enterprise biometric and forensic solutions in multiple operating environments enabling identity dominance on the battlefield and across the DoD.

Day-to-day duties and responsibilities:

  • Researching, developing, and proposing Program Objective Memorandum (POM) inputs
  • Research, prepare, and present Unfunded Requirements requests, Program Objectives Memorandum (POM) submission inputs, Weapon Systems Review presentations, Program Management Review inputs, Quarterly Program Review inputs, IT Budget Exhibits, Purchase Requests, Spruill Charts, and Testing & Evaluation (T&E) products.
  • Independently collect, review, evaluate and interpret data to present findings, options, and recommendations to Government leadership.
  • Review, research, analyze, and evaluate program and budget data and make recommendations for programmatic adjustments
  • Develop program budget and acquisition management positions for the program
  • Develop project/product estimates for contract modifications
  • Provide inputs/responses for financial requirements requested from HQDA Army Budget Office (ABO), HQDA Assistant Secretary of the Army (ASA) Acquisition, Logistics and Technology (ALT), and PEO IEW&S
  • Develop senior leader briefings related to product’s out-year funding matters
  • Prepare project/product office service contract approval request packages and coordinate acquisition actions with appropriate contracting personnel to ensure procurement actions are completed within the required time constraint
  • Ensure budget estimates are in compliance with policies, guidance, and limitations established by Congress, OMB, OSD, HQDA, and PEO IEW&S

Qualifications we’re looking for:

  • Master’s degree (a Bachelor’s Degree with four years of direct experience can be substituted for a Master’s Degree)
  • At least six years of work experience, with a minimum of five (5) years of professional experience directly related to military program objective memorandum (POM) processes and to DoD planning, programming, budgeting, and execution (PPBE) with particular emphasis on the POM developmental process. Applicant’s resume should clearly depict this experience.
  • Strong knowledge of and experience working with cPROBE
  • Demonstrated proficiency with Microsoft PowerPoint and Excel
  • Excellent organizational skills
  • Excellent analytical, problem solving and trouble-shooting skills
  • Strong interpersonal skills and ability to lead and work collaboratively in a dynamic team environment.
  • Active DoD Secret security clearance

Additional qualifications we'd Prefer:

  • Army Program Office work experience
  • The successful applicant’s resume, at a minimum, will reflect experience, training, skills and knowledge equivalent to those required to meet Defense Acquisition Workforce Improvement Act Level II Certification for Program Management.
