The Operational Event Management Analyst provides NC3 enterprise operations event management support for the Nuclear Ensterprise Center at Offutt AFB. This includes supporting development and review of policy, guidance, plans, instructions, programs, and performing operational risk management.
The Operational Event Management Analyst will:
- Assist the government in supporting development of NC3 Enterprise policy and guidance. Support any development and coordination of any existing or future policy or guidance. The findings will support the government in replacing legacy policy and guidance with guidance aligned to reformed constructs of the NC3 Governance Improvement Implementation Plan.
- Support the government in developing, maintaining, and reviewing NC2/NC3 policy, directives, instructions, and plans. Assist in producing, reviewing, maintaining, and conducting research in the development of NC3 policy, directives, instructions, and plans. The findings will support the government in representing NC3 equities at all levels (e.g. POTUS, DOD, Joint Staff, Combatant Commands, Agencies, and Services).
- Assist the government in recommending changes to NC3 Enterprise policy and guidance. The team shall identify policy, procedures, and instructions requiring change based on guidance, changes to NC3 architecture, systems lists, and or operational risk assessment(s). The findings will support the government ensure policies, procedures, and instructions accurately reflect NC3 mission objectives. (CDRL A003, A005)
- Assist the government with near real-time analysis of the NC3 Enterprise. Manage incident reporting, response, mitigation, and root cause analysis to assess system performance and trend data to inform operational risk assessments. The findings will support the government in representing NC3 equities at all levels via a Global NC3 Enterprise Dashboard.
- Assist the government in the development of reporting requirements and standards to enable day-to-day operation of the NC3 Enterprise to enable real time analysis of the NC3 Enterprise to facilitate operational risk management to NC2 nodes, organizations, Combatant Commands, and National Military Command System. Support the government in developing guidance to enable synchronization of operations and maintenance activities in order to reduce operational risk.
- Support the government synchronize and integrate sustainment and development programs for NC3 nodes, platforms, and systems. Coordinate with the NC3 community to develop and maintain an NC3 Integrated Master Schedule (IMS). The findings will support the government in synchronizing current NC3 programs of record.
- Support the government assess future system requirements. Provide operational context during requirement definition, system development and integration for future NC3 capabilities. The findings will ensure future systems support operational needs, address future NC3 capabilities, and align with future NC3 roadmap. (CDRL A003, A005)
- Support the government to determine operational risk across the NC3 Enterprise. Identify data collection requirements to enable the development of a risk analysis framework. The findings will support the ability to conduct assessment on both current and future risk to determining the risk impact to NC3 operations across the NC3 Enterprise.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
Clearance Required: TS/SCI
Requirements:
- Strong technical and analytical skills
- Ability to prepare a well-grounded, defensible argument
- Understands the interrelationships between domain of expertise and other domains
- Ability to communicate effectively, both written and verbal
- Strong organizational skills and ability to multi-task
- Ability to work independently and as part of a team
- Familiarity with USSTRATCOM organization is desired
At least 5 years of experience in the following:
- NC2/NC3 operation capabilities and procedures, and experience in the operations platforms, communications, and modes of operations, to include current efforts in developing survivable and endurable NC2/NC3 capabilities.
At least 3 years of experience in the following:
- Working with, maintaining and extracting pertinent data from large databases into spreadsheets, graphs, charts etc., to meet customer needs. Background and training in one or more of USSTRATCOMs assigned UCP missions, assignment at the Combatant Command, Joint Staff, Service, or MAJCOM level.
- Staffing complex packages and adjudicating content
Education: Bachelors degree or higher (Master’s preferred). May substitute experience for degree.
