The Massachusetts Department of Public Health (MDPH), Bureau of Infectious Disease and Laboratory Sciences (BIDLS), Office of HIV/AIDS (OHA) seeks an experienced, enthusiastic, and self-motivated professional committed to public health to serve in the role of MassCARE Program Coordinator. The MassCARE Program Coordinator is a key position within the Office of HIV/AIDS (OHA), Behavioral Health and Infectious Disease Prevention Unit. This position is responsible to advance the quality of HIV/HCV/STI/TB services in Massachusetts by overseeing the provision of infectious disease prevention, care, and treatment interventions that are responsive to the needs of women, infants, children, youth (WICY) living with or impacted by HIV. The MassCARE Program is funded by Part D of the Health Resources and Services Administration (HRSA) Ryan White HIV/AIDS Program and is intended to improve HIV health outcomes for women, infants, children, and youth (and their families) living with or impacted by HIV. The position includes specialized prevention and care services for LGBTQ+ youth and young adults and individuals with perinatally-acquired HIV infection. The MassCARE Coordinator collaborates with colleagues in the Bureau of Infectious Disease and Laboratory Sciences (BIDLS) to plan and implement quality management (QM) and quality improvement (QI) activities with MassCARE contractors.
Duties and Responsibilities (these are a general summary and not all inclusive):
- Inform service design and delivery for programs serving WICY and LGBTQ+ youth populations, contract management and monitoring of performance and contract expenditures, facilitating WICY-focused advisory activities and routine engagements with vendors (providing a wide range of HIV/HCV/STI/TB services including, but not limited to, prevention, testing, and linkage to care/treatment; HIV medical case management; housing search and advocacy, peer support, legal services, mentoring, and other health-related support services).
- Maintain up-to-date knowledge about HRSA Ryan White Part D program eligibility, regulations, policies, and other applicable details to coordinate MassCARE activities and provide expertise on Part D services to BIDLS colleagues and to external stakeholders.
- Respond to inquiries related to MassCARE and LGBTQ+ youth from health care professionals, program clients, community, and advisory group members, DPH colleagues, and others.
- Collaborate with the OHA Office of Federal Grants to ensure compliance with HRSA Ryan White Part D requirements (e.g., applications, reports, site visits, project officer calls, etc.).
- Collaborate with colleagues in the Bureau of Infectious Disease and Laboratory Sciences (BIDLS) to plan and implement quality management (QM) and quality improvement (QI) activities with MassCARE contractors.
- Attend required training and capacity building opportunities as required by MDPH and Health Resources and Services Administration (HRSA).
- Oversee the creation, review, and revision of program standards of care, manuals, mentoring programming, policies, toolkits, etc. to guide the provision of contracted direct care services and ensure that service provision is responsive to the needs of WICY and LGBTQ+ populations.
- Monitor vendor contracts that are related to WICY Ryan White Part D services and community planning and advisory; responsibilities include, but are not limited to, conducting monthly calls with vendors; monitoring budget changes and expenditures; reviewing and discussing vendor data; performing site visits; assessing annual work plans; writing annual contract performance reviews; providing or securing technical assistance; monitor epidemiologic and service utilization data to inform future service needs; and engaging in routine communication with vendors
- Collaborate with OHA colleagues to support community consumer and advisory groups such as the MassCARE Family Advisory Council and OHA Women’s Advisory Group.
- Ensure transparency and accountability in all information gathering processes and planning activities, including how advisory inputs are reflected in planning documents, contract procurements, capacity building opportunities, program development, and direct service policies and procedures.
Required Qualifications:
- Ability to communicate effectively in written and oral expression, including strong skills regarding grammar, spelling, and punctuation.
- Potential to effectively organize, bring together, and facilitate in-person and virtual meetings, including preparation of agendas, presentations, charts, graphs, and tables.
- Capacity to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
- Able to adjust to varying or changing situations to meet emergency or changing program requirements.
- Capable to accept supervision and implement activities according to established frameworks for assigned tasks and projects.
- Ability to supervise staff and interns, including planning and assigning work accordingly to the nature of the job to be accomplished, the capabilities of subordinates and available resources; motivating subordinates to work effectively; and determining the need for/initiating disciplinary action.
Preferred Qualifications:
- Means to gather, organize, catalogue, and store required contractor and advisory group information according to protocol, periodically examine records and documents to prepare reports, and by questioning individuals.
- Capability to listen to advisory group members and allied stakeholders to inform, develop/update plans, and accurately document advisory group deliberations.
- Knowledge of the resources, principles, and practices of public health systems in the Commonwealth of Massachusetts.
- Understanding of the range of services needed and accessed by people living with and at risk for HIV/AIDS and viral hepatitis and commonly co-occurring conditions.
- Knowledge and strategies of community engagement best practices.
About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):
The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).
Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.
The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease. The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).
