LEGISLATIVE AFFAIRS SPECIALIST Job at Ofc of the Inspector General
This position is located at the District of Columbia's Office of the Inspector General (OIG). The OIG is responsible for conducting independent financial and performance audits, inspections, evaluations, and investigations of the District of Columbia government programs and operations.
This position provides expert legal and legislative advice, research, and coordinative assistance to the supervisor pertinent to intergovernmental legislative affairs related issues on matters pertaining to legislative development and implementation. The incumbent also provides technical assistance related to the tracking and monitoring of legislation and rulemaking, establishing, or amending legislation, the writing of required rule making, and the development of strategic plans.
Duties and Responsibilities
Performs legal and legislative research and analysis and provides general assistance and support to the Deputy Inspector General for External Affairs. Conducts research and analysis of legislative Issues and prepares and reviews a variety of sensitive and complex reports.
Participates in the development of procedures and processes to effectively evaluate problems and Issues relating to legislative issues; offers alternative solutions to problems and concerns. Maintains current legislative and rulemaking files relating to the authorities and organization of the District government and the office and provides advice on the scope of rulemaking authority of the Mayor, agencies, and boards. Provides research into applicable laws, policies and procedures and applies fact-finding techniques to gather clear-cut information to assist in resolving specific problems.
Reviews and complies Administrative Orders, D.C. Laws, D.C. Regulations, Mayor's Orders, and federal laws and regulations. Attends Council hearings and meetings and provides summaries of information to OIG staff. Provides legal analysis of District and federal laws and regulations. Drafts legal documents, including legislation, Mayor's Orders, regulations, and memoranda of understanding. Manages information related to legislation before the Council, including introductions, hearings, markups, and Council votes and presents information in standardized formats.

Qualifications and Education
Knowledge of and skill in applying comprehensive rules, regulations, techniques and procedures concerning economic development policies.
Knowledge of laws and legal processes in the District and federally.
Knowledge of the regulatory review process of the District and procedures leading to the publication of material in the D.C. Register.
Knowledge of the rules and procedures of the D.C. Council.
Knowledge of analytical and evaluation methods and techniques, and the ability to conduct research on the feasibility and effectiveness of proposed solutions to legislative issues, programs, and projects.
Skill in articulating concerns and positions on sensitive and complex issues, both orally and in writing.
Skill in discerning subtle differences in language and syntax, which may impact upon meaning and intent of regulations and legislation.
Ability to assess and evaluate proposed or existing legislation, policies, programs and issues for decision making and to identify existing problem areas that are inconsistent with currently accepted policy, theories, or practices.
Desired Skillset:
Law or advanced degree (i.e. Public Policy or Public Administration) preferred.
Working knowledge of understanding and assessing government economy, efficiency, and effectiveness; as well as the detection and prevention of corruption, fraud, waste, abuse, and mismanagement in government programs and operations.
Familiarity with National and District of Columbia policy and politics.

The work is performed in an office environment. The work area is adequately lighted, heated, and ventilated.
