Oversees agency/County technological resources, providing supervision, guidance, support, consultation, and training to user employees and/or the public in the installation, operation, application and maintenance of various types of information/communications technology; or leads work in the design, programming and maintenance of specialized computer software used in support of various and complex technology-related applications; does related work as required.
Provides functional and technical support for Oracle eBiz suite; analyzes, designs, and implements enhancements and fixes; working knowledge of business requirements, technical specifications, and technical project lifecycle; handles technical and non-technical questions from users; performs related work as assigned. Strong written and verbal communication skills are required, along with a solid foundation with Oracle HRMS/FIN applications. Knowledge of PTO accrual plans, Oracle Self Service, Advance Benefits, and Oracle Time and Labor would be beneficial. The ideal candidate should also have a working knowledge of Oracle relational databases, experience in writing complex SQL and/or PL/SQL, fast formulas and proficient in creating new or modify existing EIS and Bi/XML Publisher Reports. Experience working with Oracle support requests, diagnosing, and implementing issue resolutions.
Extensive knowledge of programming, problem-solving; have knowledge in desktop and server Operating Systems (OS); extensive knowledge of the goals and services provided by the County and/or the agency to which assigned for projects; excellent evaluative skills and the ability to develop agency- and mission-specific applications and uses for available technology; extensive knowledge of training/education theory and techniques and proven skills in the development and delivery of training; proven troubleshooting and analytical skills; have good record keeping abilities; ability to work cooperatively and effectively in a team-based environment; good oral and written communications skills; proven planning skills; ability to maintain confidentiality; ability to establish and maintain good working relationships with (as appropriate to assignment) co-workers, the public, outside agencies and vendors and their representatives; ability to work independently with minimal instruction and direction; good knowledge and command of English grammar and spelling; ability to express or translate complex technical information into non-technical, user-friendly terminology; knowledge of agency-relevant office and business terminology.

This position may be underfilled at the IT Application Developer I level depending on the skills and qualifications of the successful candidate.
Expected hiring range for IT Application Developer I- $61,324- $64,267
Expected Hiring Range for IT Application Developer II - $64,267 - $67,353
