We are looking for an experienced individual who will spend their day multi-tasking on a wide variety of HR duties to include: creative job postings, onboarding, new employee orientation, administering benefits and leave, employee relations, performance management, and interpreting policy and procedures.

Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Performs highly complex human resources-related work in a district or the Human Resources Division. Responsible for one or more human resources program(s). Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Participates in hiring program activities, including, but not limited to coordinating and/or managing job openings, screening employment applications, and processing new hires.
- Enters and maintains data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
- Conducts employee forums, new employee orientation, annual enrollment, or human resources-related meetings.
- Prepares, reviews, processes, and explains correspondence, reports, forms, and transactions.
- Provides information, answers questions, and advises employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person.
- Participates in employee relations activities, such as substance abuse, employee discipline, violence prevention, and reasonable accommodations under the Americans with Disabilities Act.
- Keeps abreast of applicable rules, regulations, policies and procedures.

- Driving a state of Texas vehicle for travel may be required for this duty.
- Frequent travel to supported areas is expected. .

Minimum Qualifications:
Education: Bachelor's Degree in business, public administration, human resources or related field. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:
HR Generalist I: 2 years administrative support, customer service, and/or human resources experience.
HR Generalist II: 3 years administrative support, customer service, and/or human resources experience.
(Experience can be satisfied by fulltime or prorated part time equivalent).
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- The responsibilities associated with administrative practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management
- Prioritizing and organizing work assignments. Meeting deadlines.
- Preparing and maintaining confidential and sensitive records, files and reports
- Using computers and applicable programs, applications and systems
