Provides data analysis and management expertise to support NC3 Enterprise Intelligence mission tasks for the Nuclear Enterprise Center at Offutt AFB.

Apply expertise/skills to:


  • Provide support on NC3 focused adversary threats and capabilities that support USSTRATCOM’s Indications and Warning (I&W), Space/Counterspace, Electronic Warfare (EW), requirements, and situational awareness of NC3 threats to critical NC3 enterprise architecture layers, networks and infrastructure required to achieve its NC3 missions. The contractor shall provide NC3 intelligence support to the Headquarters Staff, component Commands, and the NEC.
  • Assist the government in completing all-source analytic assessments of current and long-term future threats to NC3 operations, objects, systems, networks, programs, and their sources of infrastructure, intelligence, and industrial support. Assessments will identify and characters specific adversaries and threat vectors across multiple domains and threat vectors: cyberspace; space and counterspace; nuclear and conventional operations; the electromagnetic spectrum; special operations; cognitive domain operations; foreign intelligence entities; and, supply chain exploitation. Derived assessments will be based on focused, all-source, intelligence research and analysis and contract deliverable assessments will conform to Director of National Intelligence (DNI), Defense Intelligence Agency (DIA), and USSTRATCOM standards for tradecraft and format. Coordinate and collaborate with analysts from across the IC as required. Intelligence products shall be delivered by deadlines, which occasionally may be very short, as determined by the government.
  • Assist the government in performing detailed technical assessments of potential threats to specific aspects of the U.S. NC3 kill chain and the five mission essential NC3 functions (situation monitoring, planning, decision making, force management, and force direction). Technical assessments will identify specific adversaries possessing the intent and capability to threaten aspects of the U.S. NC3 kill chain or exploit known vulnerabilities in this kill chain or associated mission essential functions. Assessments of specific adversaries will identify their intent, plans, and employment strategies for attacking the U.S. NC3 system and characterize when these attacks would occur across the full conflict spectrum—from peacetime/grey zone activities through conventional/nuclear and post-nuclear exchange operations. Technical assessments will also include strategic- and campaign-level studies which would aid scenario development by NC3 Enterprise stakeholders. These assessments will conform to Director of National Intelligence (DNI), Defense Intelligence Agency (DIA), and USSTRATCOM standards for tradecraft and format
  • Assist the government in performing warning intelligence in support of USSTRATCOM’s warning function, the Joint Staff and DIA’s Defense Warning Network (DWN), and efforts by the Command and the NEC to monitor the health and operational status of the U.S. NC3 system. Warning analysis shall support the Command J2’s Indications & Warning Branch’s effort to monitor potential current threats to NC3 and to issue time-sensitive alerts to command leadership and the DWN of changings Watch Conditions. Assist the government in performing pattern of life analysis and related case studies to develop a more granular understanding of normal Activity patterns by potential adversaries (and assets they control) who pose a potential threat to the NC3 system, its operations, and support infrastructure. This warning analysis will conform to Director of National Intelligence (DNI), Defense Intelligence Agency (DIA), and USSTRATCOM standards for tradecraft and format.
  • Assist the government’s development of a data management framework to support the warning intelligence function. At the direction of the government, assist in the planning and executing of diverse intelligence data sets and operational data associated with the operations and maintenance of U.S. NC3 systems in a multi-security level data framework. This framework will support the efficient production of comprehensive threat assessments and timely identification and delivery of Indications & Warning of adversary actions and intent. Assist in the documentation of requirements for applications and databases enabling analysis, situational awareness, and intelligence dissemination; and, in coordinating the provision of those capabilities for use by J2N analysts and their counterparts in other agencies and commands.
  • Assist the government in its mapping of how Critical Intelligence Systems support NC3 operations. At the direction of the government, assist in the research and documentation of architectures enabling collection, processing, analysis, and dissemination of intelligence supporting the design, deployment, operations, and maintenance of NC3 systems. The documented architecture would identify interrelationships among systems and entities involved in the development of threat assessments supporting NC3 system acquisition and indications and warning functions. Based on a thoroughly researched and properly validated as-is architecture for NC3-related intelligence, assist the government’s effort to determine gaps in intelligence capability and assist in documenting requirements addressing those gaps, with the aim of improving the overall quality and availability of intelligence products, services, tools, and applications supporting NC3 mission execution.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Familiarity with USSTRATCOM organization is desired

3-10 years of experience

  • Using analytic, statistical, and programming skills to collect large data sets and develop data-driven solutions tailored to meet customer needs.

At least 3 years of experience:

  • Identifying valuable data sources
  • Automating collection processes; undertaking preprocessing of structured and unstructured data; analyzing large amounts of information to discover trends and patterns; building predictive models and machine-learning algorithms; and presenting information using data visualization techniques.
  • Up to three years of experience in developing solutions and strategies for consolidating diverse data sets from intelligence and operations communities in a common data framework conducive to discovering trends and patterns.

Education: Bachelors degree or higher. May substitute experience for degree.
