Position Summary

To manage the Compliance Specialist team at the corporate level with the day-to-day tasks relating to housing compliance for multiple apartment communities. This person will work closely with the Director of Compliance to ensure all deadlines, goals, and expectations are being met on a routine basis.

Essential Duties

  • Review and maintain files related to Section 42, Section 8, Rural Development, other State and Federal Affordable Housing Programs.
  • Complete a secondary review of lease-up files for tax credit properties, and files within $1,000 of income limits.
  • Ensure ACC Management Group, Inc. complies at all times in regard to regulatory agencies.
  • Adhere to ACC Management Group guidelines and policies, Federal and State qualification guidelines, resident selection criteria process, and any government compliance program.
  • Provide assistance to internal or external auditors in compliance reviews.
  • Monitor ongoing eligibility preferences and requirements as needed.
  • Conduct periodic internal file reviews to ensure compliance procedures are followed.
  • Identify compliance issues that require follow-up or investigation.
  • Work in company software and assist site staff for accurate completion of compliance procedures.
  • Serve as point of immediate contact for:
  • Community Managers, Regional Managers, RVPs: on NMI, qualification, and file inquiries.
  • Compliance Specialists: to communicate with management, seek clarification on issues and/or report findings.
  • Visit properties for on-site file reviews or trainings as needed.
  • Oversee new Community Manager Compliance training according to ACC Management Group policies and procedures.
  • Oversee and provide continued Compliance training to the Property Management teams.

**Oversee and complete the following tasks with the Compliance team and effectively track and communicate progress to the Leadership team:

  • Provide assistance to internal or external auditors in compliance reviews.
  • Keep informed regarding pending industry changes, trends, and best practices and assess the potential impact of these changes on organized processes.
  • ACC’s main contact to State Agencies or HUD for clarifications of file and eligibility questions.
  • Annual utility allowance updates.
  • Income limit and max rent changes.
  • UVR/NAUR monitoring for tax credit properties.
  • Assist with completing and submitting appropriate compliance reports with agencies.

Leadership

  • Monitor internal compliance system to ensure effectiveness.
  • Oversee Compliance Specialist’s accuracy and production.
  • Internal training for Compliance Specialists, RM, CMs, and AMs.
  • Disseminate written policies and procedures related to compliance activities.
  • Discuss any issues and concerns with staff, as needed.
  • Communicate with team on all ACC expectations/policies and maintain coverage during appropriate office hours.
Requirements:

Knowledge, Skill & Ability Requirements

  • High School diploma or equivalent required.
  • Minimum 5 years of compliance experience in a property management & Affordable Housing setting required.
  • Minimum 2 years supervisory experience required.
  • COS and HCCP current certificate required.
  • Strong knowledge of compliance standard operating procedures and best practices is required.
  • Strong knowledge of the property management industry and affordable housing is required.
  • Knowledgeable and proficient with computer software applications in word processing, spreadsheets, database and presentation software (MS Outlook, Word and Excel).
  • Experience with Onesite software is a plus.
  • Maintain valid driver’s license with acceptable driving record.
  • Flexibility with working hours during heavy certification and deadline periods and availability for Saturdays, as needed.
  • Work as a team to maintain Compliance Department coverage during ACC business hours.
  • Ability to prioritize and possess efficient time management skills.
  • Demonstrates excellent verbal and written communication skills.
  • Strong customer service skills with ability to handle complaints in a positive and time efficient manner.
  • Goal-oriented and a team player.
  • Ability to work independently, under tight deadlines.
  • Exhibits a high degree of professionalism and respect.
  • Ability to lift to, but not limited to 25 pounds, unassisted and as needed.

Supervisory Responsibility

This position will be required to supervise a team of Compliance Specialists.

Work Environment

This position operates in a professional office environment. This role routinely uses standard office equipment such as computers, telephones, photocopiers & fax machines, filing cabinets/etc.

Physical Demands

The physical demands described are those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to physically stand, walk, bend, climb, and use full hand range of motion and finger dexterity to touch and feel. Must be able to reach with hands and arms and lift up to 25 pounds unassisted and as needed.

Travel

Travel will be required to the Corporate office in Oshkosh on a scheduled basis to meet with staff in person. Travel will be expected and frequent to various property locations and training events. Must also be able to travel to all Corporate functions that are arranged as needed.
