Lake County Schools is currently looking to fill the Buyer II position within Procurement Services as part of the Business team. Our district relies on the Procurement Department to oversee all school and departmental record keeping and financial transactions. REQUIREMENTS:
- Certified Public Purchasing Buyer or Certified Public Purchasing Officer certification
- Or must possess an Associates degree, if not certified, and obtain purchasing certification within two years of date of hire
- Or obtain Associates degree within one year from the date of hire and obtain purchasing certification within three years of date of hire
- Minimum of five (5) years experience (within the last 10 years) in public procurement
- Or an equivalent combination of education, training, and experience
JOB RESPONSIBILITIES
- Supervisory responsibilities include instructing and/or training employees; planning, coordinating, assigning, directing, and reviewing the work of others.
- Performs contract administration and acts as liaison between suppliers and departments to ensure compliance with contract terms and conditions, compliance with grant requirements, and to negotiate contract amendments, extensions, and change orders.
- Maintains accurate documentation on all solicitations, responses, purchases, contracts, correspondence and related follow-up.
- Performs contract audits when required.
- Analyzes current procurement processes to improve the effectiveness and efficiency of work.
- Utilizes current technology, as appropriate, to perform job functions and participates in training programs offered to increase technology skill level and proficiency related to job assignment.
- Performs related duties as directed.
- Coordinates the procurement of district supplies and services in accordance with all applicable federal, state, and local laws, policies, and procedures.
- Research market sources and suppliers to ensure cost effective and competitive pricing of supplies and services.
- Prepares highly technical and complex specifications, contracts, and solicitation documents which include related research and value analysis.
- Prepares and analyzes competitive sealed bids, competitive sealed proposals, requests for quotations, and requests for statements of qualifications.
- Conducts pre-bid and pre-proposal conferences.
- Recommends lowest responsive, responsible bidder on invitations to bid; most advantageous offer on requests for proposal; and most qualified for architects/engineers.
- Coordinates and supervises activities of evaluation committees.
- Edits requisitions and confers with departments regarding requirements, specifications, quantity, quality, and delivery; recommends alternatives which would result in greater value.
- Confers and negotiates with consultants, contractors, and suppliers regarding procurement policies, procedures, specifications, scope of work, terms and conditions, and to obtain information on products and services.

Hourly wage: $19.41-$28.72
*Starting salary for new or returning hires is commensurate with relevant education and experience.
