The Assistant Director, Social Services performs highly responsible supervisory tasks inclusive of administrative work that supports the general management and activities of the Department of Social Services. Work involves implementing and/or preparing annual budgets; coordinating stakeholder involvement; and directing the efforts and resources of multiple units of the agency as delegated by the Director. Inclusive of but not limited to direct supervision of specific professional staff, managing departmental budgets overseeing agency personnel functions, reviewing and analyzing services, procedures, and policies, leading/assisting with continuous quality improvement efforts within the agency.
DISTINGUISHING CHARACTERISTICS:
The Assistant Director, Social Services is second in command and serves as acting Director in the Director’s absence. Provides support and recommendation to the Department Director in planning, organizing, staffing, and directing of one or more major functional areas of the local department includes up to both operational and administrative program areas.

Ensures policies and procedures provide for effective delivery of services; Plans, assigns, reviews and evaluates the work of supervisory staff responsible for effective delivery of services; Participates as a member of senior management staff in examining city and statewide needs and issues; Works closely with other Assistant Directors in the development, implementation and monitoring of new and/or revised service programs or delivery methods; Works with other state, community or private social service providers to ensure quality service. Provides leadership to assigned department staff to include: prioritizing and assigning work; providing expertise and guidance in assigned function; monitoring work quality; conducting performance evaluations and implementing quality improvement activities; ensuring adequate staffing levels; coordinating and conducting training; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; making hiring, termination, and disciplinary recommendations.
Attends management planning and policy-making meetings and provides advisory services in financial management matters; represents the Social Service Director when absent or as designated,and directs the work of managers who are responsible for major program areas in administrative support and program operations. Monitors and maintains program budgets; prepares cost estimates for budget recommendations for assigned programs; reviews billings and controls expenditures.
Minimum Qualifications
Master’s degree in social work, a behavioral science, counseling, business or public administration or related field supplemented with professional experience in social work or other human services field with some supervisory or other management work experience or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Knowledge: Considerable knowledge of: human services program delivery; assigned program areas’ policies, procedures and practices; the current social, economic, and health issues relating to clients in jurisdiction; Social Security Act; laws and regulations on administration of welfare services; human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; principles and processes for providing customer and personal services; business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources; and principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems.
Knowledge: Considerable knowledge of: human services program delivery; assigned program areas’ policies, procedures and practices; the current social, economic, and health issues relating to clients in jurisdiction; Social Security Act; laws and regulations on administration of welfare services; human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; principles and processes for providing customer and personal services; business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources; and principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems.
Skills- Skill in: operating office equipment to include the personal computer and related equipment.
Abilities- Demonstrated ability to: plan, direct, implement, and monitor assigned programs; supervise and direct the work of managers; communicate effectively both orally and in writing, with diverse groups of persons; interpret complex rules and regulations; work effectively with others; represent the Social Service Director before the Boards, staff, and other committee assignment or government meetings; and to analyze problems and develop logical conclusions. Demonstrated ability to coordinate and conduct training; ensure that employees follow policies and procedures; monitor and maintain program budgets; prepare cost estimates for budget recommendations for assigned programs; reviews billings and controls expenditures. Demonstrated ability to develop and/or revise operating plans and procedures in accordance with overall departmental/divisional goals and objectives.
Preferred Qualifications
Work experience with a local or state Department of Social Services, local government or a human service organization. Demonstrated skills in data analytics and managing data. Completion of Child Welfare training.
